Government run around

Complaint: I sold my car on July 1st 2008 privately to a friend. She
transferred the car in her name. Kept it for 20 days and told me that
she did not like it. (When she transferred it in her name she paid a
tax of $760) After 20 days she returned it back to me. I had to pay
the tax again for the above amount to transfer it back in my name.
This all happened within a time frame of 25 days. I complained to the
MTO about this and the ministry of finance. I am getting no response
but just the run around to go from one department to another. Can
anything be done about this?
